Board Appointment Interest

Code Enforcement Board (7 Seats; 3 Years or un-expired term of vacated seat)

The code enforcement board has jurisdiction and authority to hear and decide alleged violations of the
City Code of Ordinances, where a pending or repeated violation continues to exist, including but not
limited to occupational licenses and fire, building, zoning and sign codes.

Regularly meets the 1st Monday of each month at 6:15 P.M. in City Commission Chambers, 300 W. Plant
Street


Planning & Zoning Board (7 Seats; 4 Years or un-expired term of vacated seat)

The purpose of the planning and zoning board is to implement the comprehensive plan adopted by the
city with reasonable consideration, among other things, to the prevailing land uses, growth characteristics
and the character of the respective districts and their peculiar suitability for peculiar uses and to
encourage the most appropriate use of the land throughout the city, from time to time revising and
amending the plan.

Regularly meets the 1st Monday of each month at 6:30 P.M. in the City Hall Commission Chambers, 300
W. Plant Street


Firefighter & Police Pension Board (2 Seats; Term 2 Years or un-expired term of vacated seat)

The sole and exclusive administration of and responsibility for the proper operation of the system and for
making effective the provisions of this article are hereby vested in a board of trustees. The board is
hereby designated as the plan administrator. The board shall consist of five trustees, two of whom, shall
be legal residents of the city, who shall be appointed by the city commission, one of whom shall be a
firefighter member of the system and one of whom shall be a police officer member of the system, who
shall be elected by a majority of the firefighters or police officers who are members of the system. The
fifth trustee shall be chosen by a majority of the previous four trustees as provided for herein, and such
person's name shall be submitted to the city commission. Upon receipt of the fifth person's name, the
city commission shall, as a ministerial duty, appoint such person to the board of trustees as its fifth
trustee.

Meets regularly on a quarterly basis in the City Hall, 300 W. Plant Street

General Employees Pension Board (2 Seats; Term 2 Years or un-expired term of vacated seat)

The sole and exclusive administration of and responsibility for the proper operation of the system and for
making effective the provisions of this section is hereby vested in a board of trustees. The board is hereby
designated as the plan administrator. The board shall consist of five trustees, two of whom, unless
otherwise prohibited by law, shall be appointed by the city commission, and two of whom shall be
members of the system, who shall be elected by a majority of the general employees who are members
of the system. The fifth trustee shall be chosen by a majority of the previous four trustees as provided for
herein, and such person's name shall be submitted to the city commission. Upon receipt of the fifth
person's name, the city commission shall, as a ministerial duty, appoint such person to the board of
trustees as its fifth trustee. The fifth trustee shall have the same rights as each of the other four trustees
appointed or elected as herein provided and shall serve a two-year term unless he sooner vacates the
office. Each commission appointed trustee shall serve as trustee for a period of two years, unless he
sooner vacates the office or is sooner replaced by the city commission at whose pleasure he shall serve.
Each member trustee shall serve as trustee for a period of two years, unless he sooner leaves the
employment of the city as a general employee or otherwise vacates his office as trustee, whereupon a
successor shall be chosen in the same manner as the departing trustee. Each trustee may succeed
himself in office. The board shall establish and administer the nominating and election procedures for
each election. The board shall meet at least quarterly each year. The board shall be a legal entity with, in
addition to other powers and responsibilities contained herein, the power to bring and defend lawsuits of
every kind, nature, and description.

Community Redevelopment Agency Advisory Board (1 Seat; Term 4 years)

7 to 9 members; 5 City Commissioners, 1 appointment by the Orange County Commission
A majority shall reside, own property or operate a business located within the area of operation of the
community redevelopment agency. The community redevelopment advisory board shall have all duties
and responsibilities as may be formally delegated by the community redevelopment agency, but shall, at
a minimum, be responsible for the preparation and implementation of the community redevelopment plan
through its recommendations to the community redevelopment agency.

West State Road 50 Commercial Corridor Review Board (sunsets April 24, 2010)

7 members: 2 members shall own a business located in the West State Road 50 Commercial
Corridor within incorporated Winter Garden; 1 member shall own property and a business located in
West State Road 50 Commercial Corridor in unincorporated Orange County; 1 member shall own
undeveloped—or soon to be redeveloped--property in the West State Road 50 Commercial Corridor;
2 members shall be residents of Winter Garden who do not own a business or property in the West
State Road 50 Commercial Corridor; 1 member shall be a professional urban planner or similar
professional.

(a) The review board shall review the current West State Road 50 Development Standards to
determine if and where amendments should be made.

(b) The review board will explore the possibility of creating a Community Redevelopment District for
the West State Road 50 Commercial Corridor.

(c) The review board will research other sources of funding for financing improvements in the West
State Road 50 Commercial Corridor.

(d) The review board will compile all the above elements and provide a recommendation to the City
Commission for a West State Road 50 Commercial Corridor Improvement Plan.

(e) The Board may request funding from the City Commission to conduct any needed studies.

(f) The Board will hold pubic meetings to receive input from the citizens and owners of property and
businesses within the West State Road 50 Commercial Corridor.

(g) The Board shall make its recommendations to the City Commission prior to the sunset of the
Board.

Architectural Review and Historical Preservation Board (Created by Ordinance 08-29 as adopted on June 12, 2008)

7 Member Board: One registered architect; one licensed general contractor; one member of the Winter Garden Heritage Foundation Board; one owner of property in Winter Garden’s downtown C-1 zoning district; and three City of Winter Garden residents.
Powers and Duties:

(1) Create and update the official inventory of cultural resources of the city and submit to the city commission recommendations and documentation concerning the updating.

(2) Develop programs to stimulate public interest in urban neighborhood conservation, to participate in the adaptation of existing codes, ordinances, procedures, and programs to reflect urban neighborhood conservation policies and goals.

(3) Explore funding and grant sources and advise property owners concerning which sources might be available for identification, protection, enhancement, perpetuation, and use of historic, architectural, archeological and cultural resources.

(4) Cooperate with agencies of city, county, regional, state and federal governments in planning proposed and future projects to reflect historic preservation concerns and policies, and assist in the development of proposed and future land use plans.

(5) Advise property owners and local governmental agencies concerning the proper protection, maintenance, enhancement, and preservation of cultural resources.

(6) Advise the city commission concerning the effects of local governmental actions on cultural resources.

(7) Recommend the designation of sites, buildings, structures, objects, and districts, both public and private, as historically or architecturally significant.

(8) Develop architectural standards for designated historic sites, buildings, structures, objects and districts and present standards to the city commission for approval. All standards will require an enabling ordinance adopted by the city commission.

(9) Develop criteria for designating local historic landmarks and present criteria to the city commission for approval. All criteria will require an enabling ordinance adopted by the city commission.

(10) Develop policies and procedures for administering all approved ordinances regarding architectural and historical districts, historical sites and present such policies and procedures to the city commission for approval. All policies and procedures will require an enabling ordinance adopted by the city commission.

(11) Notify the City Manager who shall take appropriate action when it appears that there has not been compliance with the historic preservation regulations of the city.

(12) Assist in developing a historic preservation element to be incorporated into the City of Winter Garden’s Comprehensive Plan and, if necessary, make recommendations for amendments to historic preservation goals, objectives and policies in the plan.
